SIlver Tea Sugar Bowl

I posted this the other day on eBay antique forum to see if anyone could come up with an identification to help me identify this piece. I had a great clue that the letters could be Gothic and British. We determined it could be a Gothic FR & P. We are not really sure on the & sign. Anyone have a clue that can help further? I have not been able to find a maker with those initials. The finial on top appears to be ivory. It is gorgeous and stands 8" tall and 8" wide. I could not find a sterling mark, but it looks and feels like sterling.

I would probably have read that as I R E P so just possibly John Round of Sheffield and Electro-Plate, perhaps around 1880-1900 which accords with the overall style and manufacture.

I would, however, welcome correction on that.
