Makers Mark ARC?

Could I please get advice on the makers mark on this pice. Thank you

The marks are as follows. И·Е 1873 is listed in Postnikova item #1183 as an unknown assay master who worked in St. Petersburg 1870-1891. The middle hallmark is 84 and St. Petersburg city mark. АЯС is the hallmark of Arseny Yakovlevich Sokolov;
Quote from Ivanov page 125: "Silversmith 1867-1898; owned a silver workshop: Leshtikov lane 15 and 17; in 1874 presented for hallmarking 9 poods 7 pounds 7 zolotniks of silverware. St. Petersburg. Initials on the hallmark AC, АЯС."
Postnikova item #1232, lists Sokolov as working from 1867-1892.

As a sidenote, a pood is equal to 16.38 kilograms (36.11 pounds).

Unfortunately there are lot of "unknown" assayers in Postnikova, many of them are known today. This ИЕ assayer's name is Ivan Vonif. Jestignejev. His working period was 1870-1894 according to the latest research. However, different books give sometime different information.

I regret. These are counterfeit marks. This my opinion. The drawing of letters and figures in an annual mark doesn't correspond to the original.
Please, show accurate photos of an eagle and a figure of the person.

Hi all -
if you find an Imperial Eagle on an object - it always was a present from the Czar + always a donation text for whom and for which purpose. The shown marks are counterfait marks (they are in a certain way correct - but fakes). The whole walking stick (cane) is a fake - made for the clueless.
