Tea Strainer and Stand

I found this sterling tea strainer/stand in a second hand store about 40 years ago and have no clue where and when it was made. Does anyone recognize this maker's mark? It resembles the Simonds Brothers mark without a 'lid.' The numbers? Thanks.

Silverly: Thanks for the prompt reply. I've used this infuser for years but just dug it out from storage and should polish it up. Thanks again.
