Are these Joseph Kinselagh spoons?

Hi again.
these two salt spoons have JK marks stamped twice {quite rubbed}. They look like the mark for Joseph Kinselagh to me but in the absence of any 'ster' or 'sterling' mark, I'm not 100% percent sure. Does all Cork provincial silver have the 'sterling' mark? Thanking you in advance for any info.

I think these are English, Samuel Key (Grimwade 2566).

I'll move the post to the London section to get the thoughts of others.

Hi Trev,
yes, I see now that the first letter could be an S - that hadn't occured to me, I could only see J initially. Also I had always thought that the lion passant would be present on English silver - learning slowly but surely!
