Bolero Tie Mark help on Identification

I have found this Bolero Tie in my late father-in-laws items, I believe this is from mexico circa 1940's as he traveled there quite freguently but usually buying Taxco items for my Mother-in-law. It appears to have a mexican bird on the front of it, I am unsure whether this is Sterling and brass or the age of it, The back appears to be marked suate or surte 900. Any help would be appreciated.
