Another lost spoon...please help identify maker and date

Hello! Please help me with the identification? I believe it was made in Birmingham ( the anchor ) it is sterling but I've not been able to find the maker's mark in any listing and the date is either 1901 ( most likely ) or 1799 . I cannot tell the difference . Perhaps someone with a trained-eye might discern a tell-tale bit? Thank you very much! Sam from St. Louis, MO, USA
