Strange Dish with 3 Sets of Marks.

Hi All,
Just found this site - what a wealth of info. I have studied the sections on marks from every country, and just can't figure this out.
It's some sort of dish, 7 3/8" across.
What fascinated me was that there are 3 sets of marks and a serial number.
Just interested if anyone knows anything about these marks. I'm guessing foreign, but emphasis on guessing!
