Removing dried up rouge from silver

I have a problem with removing dried up/caked on rouge from recently polished flatware and hollowware. I do not own a steamer and have been advised that a better solution is using an electro-magnetic cleaner. Can anybody tell me what this is and where I can buy one or how I can put the right components together for one. I would be vrey grateful.

Hi there - what I use to remove rouge is some orange oil (available from the supermarket) and a soft toothbrush. Seems to get rid of the greasy mucky stuff OK for me!
