Victorian Sterling Birmingham Repousse Trinket

Hello,
I have an interesting repousse trinket. It is hallmarked with D& F , Anchor , Lion Passant and letter date b.
I figured out the hallmarked translates to Deakin & Francis Ltd, Birmingham, Sterling and date letter b is 1901.
Does anyone know is what is this and what is it used for? It measures 3 inches tall by 2-1/2 inches wide. Any help is greatly appreciated. Thanks in advance.

Hi there,
It could be a string dispenser. It's a bit small overall as is the aperture at the top. I've come across some wacky designs for string dispensers so who knows!
