Sugar & Creamer, Marks: Crown, lion w/tongue out & h

I have this beautiful octagon shaped sugar and creamer set that belonged to my great grandmother but I am having a hard time identifying the hallmarks. The marks on the bottom are of a crown inside a shield and the center is a side profile of a lion head with a crown and his tongue sticking out and the other is the palm of a hand inside a shield. In the center of the piece is the number 0604 and at the bottom has block letters HMCEP. Any help would be greatly appreciated.
