Strange Mark on 20thc. British Silver Caster

I think this was made in 1903 from foreign import silver. In addition to the regular hallmarks there is a strange mark on the base that I can't figure out. Does anyone know what this mark means?

Hi,

The whole item was imported from the Netherlands. The mark on the base is the Dutch date mark for 1903.

Hello,

For the record the piece was put to London assay by Alfred Lewis of 29 Islip Street, Kentish Town. He was an importer of silver and registered his mark in 1902.

Alfred Lewis was not the maker of the piece, is that correct?
