Eagles Head Letter Opener

Hi Forum
Can anybody give me any information about this letter opener I recently acquired. The shaft is made of bone and I know that the 916 stands for the purity of the silver but I have no idea what the other letters mean (A.S. * SS) or where this piece was made - can anybody help? Are the letters the makers mark? does anybody know the maker? Any idea of age? Is this a bald eagle?
