Request Help identifying Rising Sun and Cross marked tray

Hello,
This 29 1/2 wide tray (including handles), appears to be silver plate, is stamped on reverse with a small mark similar to a Maltese Cross, and with a Rising Sun. Any help figuring out who made it and when will be greatly appreciated. Thanks very much.
