I'm not sure - the centre Mark looks like the Mark of the german town Mühlhausen.

Suggest that you polish the area of the marks and post a new & larger image of it. Suspect it is a silverplate piece.

It is Mülhausen in France (Elsass)
- not Mühlhausen in Germany(Thüringen)
