To determine the city you would need to see a small assayer letter on the right side of the head. Pictures are too small to tell. Most common would be Warsaw with a letter "W".
This mark was supposed to be used from 1922-1939, but it was used even after 1939.

thank you very much for responding to my question. i just checked the mark and there is a small w to the right hand side of the head.
i am really very interested to know who or what the signatures on the inside of the case represents.
would you have any ideas, how i could find out about them.

This cigarette was given a gift, these are engraved signatures of most likely coworkers who presented this cigarette case to their superior or another coworker. I have seen many silver pieces (mostly cigarette cases, tankards, or boxes) with similarly engraved signatures.
I cannot read any of the signatures in full, but it seems that they are mostly Polish or Russian names.
