Unidentified cigarette case II

HI -
here is another cigarette case, Moscow 1896- 1908, Maker:
APG.
This case was obviously presented/carried somewhere in the Baltic states.
The case:
The mark(upside down)

Hi
I don't think its Moscow. The initials contain the Latin letter S. Who would the assayer be? No assayer in Moscow used Latin letters to my knowledge.
About the two other cases, I unfortunately have no idea of who they are, but I'm trying to find someone.

Hi-
the assayer is IL, Ivan Lebedkin - in the foto it looks like a S, but it is IL, absolute clear! Moscow.

OK case clear if its Lebedkin, its Moscow. Rather difficult to see it from the photo. It was a bit confusing. But unfortunately it doesn't help neither me nor you, Sorry.
The other "cases" are indeed very tricky cases too. No clues yet...
