victorian silver spoon with bust on top

have 2 of these.. they measure 4" long.. i know the date and stuff but who was the maker and what would of they been used for.. who is the figure?

That is a salt spoon. I believe the design is called "maiden head". It was made around the 16th and 17th century and re-emerged in the mid-Victorian period. I have only seen it on salt spoons during this latter period.
The maker is Charles Thomas Fox & George Fox .

thanks miles, now i've got the spoons in a different light i can see the bowls are gilded but worn, thought they were quite big to be salt spoons at 1st
