European Ladle? with Figural Finial

I would like to know anything that you can tell me about this ladle. The origin or country; and the maker if that is possible; an approximate date would be very helpful. The ladle measures 8 1/4" long. It has a face on both sides of the finial. It surface tested with Schwertsers for silver content of about .900 silver. The only hallmarks are shown in the second photo. Sometimes the "H" mark looks like a backward "N" or a "K". The "B" mark sometimes looks like a "3" or a bird? Thank you, Saralee

1914-1937 he is very likely maker - and time also. Around 1900++
