Silver pocket knife hallmark ID

I have searched the forum and read the posting rules, so I believe I am doing this correctly.
If someone can help me identify the maker and their history I would greatly appreciate it.
It is a silver folding pocket knife that I have had for a few years and anyone that sees it always ask who the maker is or history, got it at an estate sale of a formal Georgia State Senator. I have searched the website quite extensively and for the life of me I can not find these marks but just bits and pieces but not together.
1st mark: Anchor in a flattened circle top and bottom
2nd mark: an eagle or bird looking to the right in a circle
3rd mark: profile of a human head, facing right, in an elongated circle
