French Double-Perfume Flacon, Gold Applications, Please Help

Hello!

I have a fine French Double Perfume Flacon. But I can not make out and/nor find any reference to the hallmarks on the item. The checked my TARDY, but did not get any further. I found the EAGLE head will say something about the Gold content, but I stuck. And the second hallmark/poincon might be of particulat interest. Anybody out there how can be of help?

My best guess is: The item is made from 24 carat Gold and made in the 19th century.

The other mark appears to be the maker's mark.

Does anyone has any ides about the makers mark (second hallmark) or can give me some hint on good reference books?
