Schoonhoven is correct, but the date letter is "y" for 1883 - it and the "h" for 1867 are very similar, though the "y" can be distinguished by the small vertical bar on the right (barely visible in your photo). The later date is confirmed by the maker's mark of Anthonie & Jacob Johannes Dreisen, which was not registered until 21 Feb 1870. They were makers of small silverwork, forks & spoons. This particular "AJ/D-" mark was cancelled on 12 Jan 1910, though the firm existed until at least the 1940's.
Hope this helps!
Ref: S.A.C. Beeger, et al. Zilversmeden van de Stad Schoonhoven (Schoonhoven: NGZKM, 1981), pp. 115 & 152, maker #049, mark 375.

I don´t hope to be over correct but there is a minor error in the name: A & J J Driesen not Dreisen
