I really don't know what these birds are made of. It could be a low grade silver. Hopefully the four marks will help. One looks like REGAL. Another says A1. There are two more I can't make out.

The cocks’ basic material couldn’t be said without an observation and material analysis from these two cocks itself.

In photo 2 shown marks:

Left one mark is maybe the maker’s mark, but much worn.
The right one mark »R??AL« could be well a basic material indication — but e.g. Aluminium plated? Yes, as I know, Aluminium could be plated — but how easy or how difficult (interims layer) I don’t know. E.g. iron needs a copper layer in between.

You could already in the area of the second mark, »R??AL«, observe the lost of the plate.

In photo 3 shown marks:

Left one mark is an in America and by the British industry used indication for the plate “quality” = »A1« - that’s there the top quality! But in Continental Europe’s past, that was of medium quality level only. Sorry.

The second mark seems to be »SP« = stand maybe for »SILVER PLATED«?

Basic material could be also other metal, e.g. Zinc, or metal alloys.

Yes, they must be plate. Too heavy for aluminium, and too flexible for iron. As you suggested, zinc perhaps.
