Cannot identify use - need age

The pictures are of a serving dish whose purpose we have been unable to fathom. Any information or guesses are welcome. Also we need some help on date of manufacture.

The dish has an outer flange diameter of 10 inches. We have identified the hallmark as that of the Watrous Manufacturing Co and assume the numbers under the hallmark (PV41-10) relate to date but cannot decipher them.

I suspect this may be a seafood server dish - ice being placed beneath the reticulated plate. Whatever it is, it's wonderful. Norfish

Looks like a centerpiece bowl with flower frog to me. The PV41-10 would be a stock or catalog number. Watrous was part of International Silver from 1898, the W-in-crescent mark was used on sterling pieces well into the 20th century.
