Please help identify 900 silver bowl TRP Shield Eagle F900

This is a 4 1/2" diameter bowl. It is marked on the bottom with TRP in a shield which is topped with a crown. And it is marked on the bottom of one of the handles with a detailed eagle F900. I have looked everywhere and can't find this mark. Can anyone help me identify the origin, maker and approximately when this was made? Thank you for your help!
