Ok, this was sent to me from Berlin Germany. I don't know how it originated there. It's an umbrella and i'm trying to identify the maker/history by the silver handle. Any help would be greatly appreciated.

I can't tell you what the initials and numbers mean, but the Chinese character written on this is: "福" which means "fortune" or "luck". -- Chinese like to write this on ALOT of items.
