possible russian hallmark? please help!

This is a photo of a hallmark on a cut crystal and i assume sterling silver figural boat which in am currently tryimg to research. I cannot identify any of the hallmarks or silver purity stamps (78 in a circle) If you have any information on this i wo0uld be hugely indebted to your kind advice. thank you everyone! George

George! Your picture is of so low quality that nothing certain can be said about it except for that it is not sterling. If you anticipate an answer, take a closer i.e. bigger, better and sharper picture of the marks. Show the whole object and tell if there are any other marks and where. If there are, show them. In addition, what do you mean with your statement: (78 in a circle) ?????? Where do you see 78?

Hi, All.
At first look it's normal marks for Russian silver 1908-1917.
1 - A certificate Sign. (state mark - a head in a circle)
2 - Mark of cleanness of silver (test) 84 zolotniks (84/96) = 875/1000
3 - Mark of the master + the Imperial eagle. Хлебников (Khlebnikov) - the well-known silver factory. About Hlebnikove wrote at a forum much.
Such set of marks was usually used for marking a silver parts of a crystalware.

Yes, "at first" it really looks like a Russian mark but if you take a closer look you will find that you have an additional similar mark but no main kokoshnik mark, why? The the two similar marks pointed with the red arrows should not be used alone and why two when one is quite enough. There should be a main kokoshnik mark too. The court supplier mark is very unclear. Therefore I asked for better photos before a final judgment.
And Dad, the right looking kokoshnik was used to May 1927 not only to 1917.

1. Such order (set) of marking: the sign of the certificate + test mark (a head in a circle + figures of the cleanness of silver in a square only) is described in Rules of a marking-off 1908 («Правила ÐºÐ»ÐµÐ¹Ð¼ÐµÐ½Ð¸Ñ Ð·Ð¾Ð»Ð¾Ñ‚Ñ‹Ñ… и ÑеребрÑных изделий 1908 года). Such order of marking is applied for marking of a silver frame (оправа) of a glass or crystal product. Special for it only.
Mark "main kokoshnik mark" isn't applied. The additional (second) sign (a head in a circle) was put, if there were minor parts.
2. You are right, the right looking kokoshnik was used to May 1927, but Khlebnikov firm was closed in 1917. Therefore I have written the period 1908-1917.
3. The court supplier mark( Khlebnikov) is strongly damaged at finishing processing.
But you are absolutely right: here good photos are necessary. )))

OK, thanks Dad. I did not know about this exception regarding glassware with silver decorations (one cannot know it all...). Nevertheless, I'm waiting for better pictures...
