German sugar tongs ?

I have had this pair of tongs for quite some time but have been stumped as to the origin and maker. I have always thought they were French due to their style but recently stumbled upon a mark which might make them German. The stylized "F" appears to be the date mark for Breslau 1746-1758 but I'm not sure, especially as to the other marks. Maybe I'm just looking at them upside down? But either way I ahve been unable to attribute them. Thanks for any help.
