Hi,
The item was imported via the Chester Assay Office in 1904. The sponsor was Maurice Freeman (real name Freedman) of 26, Clerkenwell Road, London.
As to where the item was originally made, perhaps, as there appears to be a '930' mark, The Netherlands is a strong candidate.
