Hi,
That's a facinating set of marks that I have not come across before.
Although I do not have a copy of his mark, I have no doubts that this is the mark of James Francis O'Crowley of 89, George's Street, Cork.

J F O'Crowley - Cork - 1883
The crest at the top of the spoon is taken from the city arms of Cork, a ship passing between two castles.
The spoon was assayed at Dublin sometime between the 23rd June 1891 (the date when the Queen's head Duty mark was dropped) and the 20th August 1892 (the date when the next date letter 'W' was introduced).

Thank you for such interesting information on this spoon. Cork silver is such an interesting area of Irish collecting, and I am pleased to have posted a mark not seen before!
Thanks again.
