Small cup w/Unknown Brazillian mark, Silver? Pewter?

Hi,

I'm just hoping someone can help me to identify the hallmarks on this small cup, I'm not even sure if it's silver or pewter, but I believe probably pewter. The cup is shaped like a coffee cup, and is tiny, at only about 1.5" tall, and holds about 2 Fl. Oz. of water. It has several marks the largest of which is heavily worn and appears to be a shield-shaped coat of arms or the like with a crown on top, and two flags or banners below (both banners are marked with letters, the left marked "M" and the right marked "S"), there are three small arrowhead-shaped marks in the center of it, one on top, one on the bottom, and one on the right (which is marked with a "C" and appears to be the only one with a letter in it) all of which point toward the center. The words "Made in Brasil" are stamped below that, in a shield shaped cartouche, and below that is a horse's head. On Either side of the main mark is a cartouche marked "RC & HS" (Though I'm not entirely positive about the "HS", even with a loupe and a good light it's hard to tell for sure, as the second set of letters is almost completely worn off) Thanks in advance for any help you can provide,
