Help please? Trying to identify marks on sugar sifter

Well, I think this is a sugar sifter! The hallmark is puzzling me - it reads:
'STE', followed by a five-pointed star, and then a slightly smaller 'S'. I feel sure this isn't a British hallmark, but I can't see anything resembling it.
I also have some sugar tongs with an unusual mark, which I'll post separately. Any help would be appreciated!
