I'm stumped on trying to identify the origin and date of this large serving tray. I just assumed it was silverplate, but now I am reading about Old Sheffield Plate and pseudo marks on silverplate. Now I'm thinking these are fake marks to fool me into thinking it is OSP. The research is getting confusing, and I can not find any references with the same marks. I'm not finding a maker with the initial VO, so possibly these are a retailer's mark?
Any insight would be appreciated.

I believe the lion with crown, means 'made in London. Sothebys told me the Crossed Keys, make it a "Sheffield" Piece. I am stumped by the V.O.
