Need help with marks - silver spoon

I'm new to silver collecting and found this little spoon at a flea market this weekend for $.25. I thought it was cute and maybe a tea or absinthe spoon. I took the best picture I could of the tiny marks next to the numbers. Any ideas? Thank you for any help!

The EPNS means "Electroplate Nickel Silver", which means that it is silverplated over nickel. I think that the number may be a patent application number, with the PP meaning patent pending-not positive about that though, as I have never seen a patent application number on a piece of silver.
