Is this Spanish Silver?

Hi, I wonder if someone can help me. My friend has kindly given me a brandy decanter and glass set. she said she thinks they are silver. After giving them a good clean I found some hallmarks. These are the only ones I can read. They are from the bottom of one of the glasses. After searching through this website I think the star indicate's they are spanish silver. Is this correct? it would make sense as my friend does have a spanish connection. Also does anyone know what the second hallmark means? thanks for reading this post and thanks for any information in advance.

Efectivamente es una pieza española. La estrella fue adoptada en España en 1936 hasta madiados de los años 80 aproximadamente y se utilizo para la plata de 915 milesimas.
Siento no distinguir al fabricante.

Spanish is a key fact. The star was adopted in Spain in 1936 to Madi the 80 or so and was used for silver 915 thousandths.
Sorry I can not tell the manufacturer.
