Hallmarks on a pair of candlesticks - Silver? Portugal?

Hello everybody! Following the guidelines, I am posting this here because, even though I suspect it is silver, I am not 100% sure.

I am a student from Argentina now living in Chicago. Traveled avidly all over the world and developed a fascination and taste for art/antiques through my parents.
I have several pieces I inherited from my mom and I am trying to trace the origin of each of them.

Here is the first one: I have spent the entire weekend trying, unsuccessfully, to identify these marks. I am hoping someone with more experience can guide me in the right direction. Is it silver at all? Portugal, maybe?

RIGHT: IPC? JPC ? I J C ?

Your candlestick is from the town of Porto In Portugal and made in mid 19th century by an unknown maker. Click and you will find the answer here but you have to scroll down almost to the end:
