Identify a Calling Card Tray?

Hello, I am new to this forum and appreciate your help with a card tray I have had for some time and cannot identify the marks. I believe it is silverplate because if is not marked w/ any sterling marks. The first is a 'P' in a circle, then a 'S' in a circle, followed by a sheild. The shield has 3 figures in it. I will do my best to describe them. A standing animal, possibly lion facing left in upper left of shield. 2 crossed keys in the upper right of shield and the letter D or P in the lower part of shield. After the shield is the letters 'Co'. Thank you in advance for your time and patience with this new member.
