Need Help ID-ing Enamel Jewelry Marked "Norge"

I have a matching enamel bracelet and brooch that are both marked "Norge." The bracelet also has 2 addt'l hallmarks that are quite tiny. One hallmark appears to be 3 crowns, which if I understand correctly, this indicates a Swedish item. The pieces are not marked for any silver content---unless the 2nd hallmark that I can't read indicates it's silver. They did clean up very nicely when I used a silver cleaner on them, however. I'm really not sure what to make of them: whether or not they have silver content, who the maker was, and where these were made. Can anyone help?

It is silver and I've seen these before, but I can´t find the maker right now. They are made in Norway and imported to Sweden.
I guess the hallmark looks like the three crowns in an oval below? It´s the Swedish import mark used between 1913 - 1988
