Hello Steve -
Your picture frame was made in France after 1973 for export, as indicated by the “baraque” or house shaped mark - a square topped by a triangle - used on light-weight objects. It is made of 950 standard silver as indicated by 950M. I believe the maker might be Alphonse Debain. Hope this helps.

after some long research I found your information to be partially incorrect.
While I found maybe the maker to be correct , I found the date you gave to be incorrect, the house shaped marked was used for export starting in 1884 , since Alphonse Debain work ended in 1911 this would date the piece before 1911... Thanks a bunch Steve
