No Hallmark, just maker's mark?

I have a vintage Mexican silver necklace with the maker's mark for Fred Davis, but that is the only mark on the piece - no hallmark is present. What does that mean? Is it possible to date that? Or find out if it was made in Mexico? Any help would be much appreciated.
