Silver sugar bowl - lots of markings, origin?

This is a silver sugar bowl w/ lid. It's about 7 1/2" tall w/ lid on, 6 3/4" from handle to handle. There's 3 different sets of markings and a number on the bottom - I searched through a couple collecting and antique books and now all the markings pgs and nothing mathces up - if anyone can give me any information on who made the piece and around when it was made, and maybe even what some of the markings mean - that would be great - and any other info would be fantastic!

WEV: I have only seen the Balanced Scales on Meriden Britannia EP pieces in (3) of their catalogs 1873 , 1878 and 1886. A star between the scales denoted silverplated Nickel Silver. No star denoted silverplated white metal. Pray tell- when , where was the mark MBC used ?
