French slice, but the marks don't make sense

Hi all any help identifying what looks to be s french fish or pie slice 24cm long with gilt washed bowl. The marks to me are confusing. The closest match is a standard mark for 1809 to 1819 but the piece to me looks to have been made at least 50 years after that - certainly the engraving would suggest this. And have had no luck on the maker A over C with a solid bar between them. The third mark looks like some sort of stylised eagle. This came with some pieces of American silver so could it be an early American or possibly Quebec piece. Any thought appreciated
