Hi, welcome to the forum.
Argenté in French means silver colored . Not a Dutch spoon made in Holland but more with a Dutch look. Most probably your spoon is made of a non precious metal and silver-plated (colored).

Hi there
the French "Argenté" ist the past of the verb "argenter". It has two meaning: "Having the colour of silver" AND "silverplated". If you have a silver looking item with the mark "Argenté" on it means the item is silver plated.
Kind regards
