PLEASE HELP IDENTIFY THIS STERLING SILVER CIGARETTE CASE!

I need help identifying the origin and time period of this sterling silver cigarette case. I am uncertain what the "190" sterling means. In addition the number 107 is marked on the inside of the case along both sides of the hinges. Does that number indicate the weight? Would this be an art deco box from the 1920's? Is it European, American? I have seen a similar styled enamel case listed as Gorham. The showgirl on the front is wearing a more "proper" dress than most of the cigarette cases I see on google images, so I imagine it is from the early 1900's or late 1800's.
