The date letter
b for 1876
I believe the decoration to be based upon an Spanish(Arabic) Pattern.
The inscription I believe read;
Ada Margaret Barwell as the Godmothers gift to sponsor and celebrate the baptism of Ena Barwell in 1876. I often pick the wrong Gothic! This could be helpful:

I believe the recipient of this gift was Eva Barwell and her Godmother was a cousin whose father was much older than Eva's. The Barwell's were nineteenth century Birmingham bell founders (brass founders) and metal merchants. I have not looked to see if the family still follows that line of work.
