Charles Horner? 925 Stamped Art Nouveau Necklace Origin?

Hello,
I am reasonably new to the forums & hope I am within the rules with these questions. I have a silver piece of jewellery which is stamped 925 with no other markings. It is very Charles Horner in appearance with an art nouveau style & Mother of Pearl inlay. I have found an identical (it is enamel not MOP) brooch on a search engine but the brooch has full hallmarks. My questions are, Would an item be stamped 925 but have no makers marks? Is 925 a more recent marking?
