Portuguese Candelabra

Hi this is my first time posting on this forum. I believe I have a set of Portuguese Candelabras. Here are some images:

Correct me if I am wrong, but it appears to be .833 second standard silver from Porto dating 1938-1985.

I was wondering if someone could explain what the second mark meant? The circular by the eagle?
Is this the makers mark? What kind of maker is this? Are there any good books that I can buy/look up online to find where they came from.
