I believe (based on limited knowledge) that the sugar & creamer are Dutch & marked as .833 silver for export. The marks are tiny but look like a key abutting a lion passant. The maker mark looks (to me) like "JH","JK", "JL", etc. Checked for possible combinations on the Dutch maker mark site linked from World Marks.

I'd like to know if I'm correct & hopefully find the maker, age.

Please check for a date-letter and the Minerva head, those marks could be spread over the creamer or sugar bowl and be hidden in the decoration, a common practice from 1814 till 1953, to prevent fraud. It looks like the tea (coffee) pot is missing.
The makers’ mark is the script letter H in an oval shield for; Constantijn Huijgens and registered in the cities of; Leeuwarden, Schoonhoven, Utrecht and Arnhem, registered from 1900/1911.

Found the Minerva head on the creamer handle & a script H in the oval in the designs of both pieces. Several tiny "stamps" in the design that could be date letters but these old eyes are poor this morning (even with a 20x loupe).

Sure wish I had found the coffee/tea pot with the two pieces.

Your welcome, often I make a image of the for the naked eye invisible little hallmarks and use a good digital camera, macro mode (tulip function) with daylight only ( no flash) and the results are very satisfying and most of the time I can identify the marks.
Anyway you have a time frame, around first decennial 20th century.

Found the date mark - hiding in plain sight in the beading on the foot of the sugar bowl. Looks to be script "S" - 1902 ?

Yes, I believe it to be a badly struck Gothic S for 1902
