Lovely Shovel Caddy Spoon, Assay Office? Maker Confusing?

Dear all, A nice Shovel shaped caddy Spoon with no assay office mark and I am confused about possible maker, It is JS in rectangular box, no dots between Jand S and so too early for James Swann,
Looks Like London P fro 1810 but not 100%
