Show the whole spoon front and back. Anyway, ИА is Ivan Alekseyvich Alekseyev in Moskow. ЛО is the assayers mark for Lev Oleks assayer in Moscow ~1889-90, 1892 and 1893-1904. However, there are some discussions regarding his exact working period. 84 is the silver purity in zolotnik i.e. 875/1000 and the rider is the saint St Georg slaying the dragon, Moscow's town mark.

It is a typical and ordinary Russian tea spoon if it meassures around 13 cm /5,5". I don't know the exact years but he founded a factory in 1876 and it is know that it was up and running til 1912. The marks tell us that you spoon is made between 1889-1898 because Lev Oleks didn't mark in Moscow before 1889 and as from 1898 Ivan Lebedkin superseded him In addition, during the latter half of 1898 the marks were changed into the left looking kokoshnik.
