Hi,

Welcome to the Forum.

I can't help with the maker, but the 'II' symbol on the right hand side of the mark identifies the current French rating on silver plated items that was introduced in 1983. In this case the 'II' on domestic items indicates a minimum thickness of 9 microns of silver plating.

Are the initials at the base of of the mark 'CD' or 'GD'?
